The highest governing body of Tagoloan Community College is the Board of Trustees. As the school is under the Local Government Unit, the incumbent mayor is automatically the chairman of the board. The board is composed of the chairman, the college president as Vice Chairman, and the seven (7) members who are composed of the following;
- The President of the Faculty Association
- The President of the Supreme Student Council
- The President of the Alumni Association
- The Chairman of the Sanggunian Committee on Education
- A representative of the Association of Local Colleges and Universities
- A representative of the private sector
